中国共产党云南大学旅游文化学院第一次代表大会即将召开

           经学院党委研究，并报上级党组织批准，学院将于2016年12月9日、10日召开中国共产党云南大学旅游

 文化学院第一次代表大会。

NO.1 党代会 CPC National Congress

          党的全国代表大会

　　党的全国代表大会是中国共产党的最高权力机关，每五年举行一次，由中央委员会召集。党的全国代表大会的职权是：听取和审查中央委员会的报告；听取和审查中央纪律检查委员会的报告；讨论并决定党的重大问题；修改党的章程；选举中央委员会；选举中央纪律检查委员会。

　 The CPC  National  Congress, The CPC's organ of supreme power, held once every five years, is convened by the Central Committee. Its functions and powers are to hear and examine the report of the Central Committee, to hear and examine the report of the Central Commission for Discipline Inspection, to discuss and decide on major issues of the Party, to revise the Party constitution and to elect the Central Committee and the Central Commission for Discipline Inspection.

NO.2党的建设 Party Building

　Focus on strengthening the Party's governance capacity, advanced nature and purity.

　全党要牢牢把握加强党的执政能力建设、先进性和纯洁性建设这条主线。

　Combating corruption and promoting political integrity, which is a major political issue of great concern to the people, is a clear-cut and long-term political commitment of the Party.

　　反对腐败、建设廉洁政治，是党一贯坚持的鲜明政治立场，是人民关注的重大政治问题。

　　If we fail to handle this issue well, it could prove fatal to the Party, and even cause the collapse of the Party and the fall of the state.

　　这个问题解决不好，就会对党造成致命伤害，甚至亡党亡国。

　　Centralized leadership of the Party is the source of its strength and a fundamental guarantee for China’s economic and social development, ethnic unity and progress, and enduring peace and stability.

党的集中统一是党的力量所在，是实现经济社会发展、民族团结进步、国家长治久安的根本保证。

NO.6差额选举 Competitive election

    Delegates and specially invited delegates to the Party congress will select members and alternate members through secret ballot in competitive election.

　　委员和候补委员将由当选代表和特邀代表通过无记名投票选举产生，中央委员会委员和候补委员都实行差额选举。

　　Competitive election就是“差额选举”，即候选人名额多于应选代表名额的选举;与其相对的是single candidate election(等额选举)。Secret ballot指“不记名投票”，也可以用anonymous ballot表示;disclosed ballot则是“记名投票”。

　　中央委员会候补委员(alternate member)和中央委员会委员的任期同样是五年。当中央委员会委员出缺时，由中央委员会候补委员按照得票多少依次递补(fill the vacancy)。
